Digital innovation benchmarking and measurement of the region digital development (DESIER)

Over the years, ART-ER has firmly established its collaboration with the Emilia-Romagna Region in the field of digital innovation in the public administration and in the field of digital development throughout the regional territory.

It performs data collection and integrated analysis and assessment of the digitalization of the Emilia-Romagna local public administration, with special focus on the provision of interactive services to individuals and businesses and their use, from the local Public Administration presence on the main social networks and other innovation elements, such as widespread use of local APPs, libraries as digital knowledge dissemination hubs, open data availability, etc. 

The collected data contribute, along with other data from various institutional sources and within the Data Valley as Common Good framework (the Digital Agenda of the Emilia-Romagna Region - ADER), to the measurement of the DESIER index, a tool designed by ART-ER for the ADER Coordination of the Emilia-Romagna Region (in collaboration with Lepida and local institutions) to analyze the digitalization status of the Emilia-Romagna territory. At present DESIER uses 60 indicators, aligned to the analysis dimensions of the EU Digital Economy and Society Index (DESI) and the regional DESI of the Polytechnic University of Milan.
