The SITAR is the Telematic Information System of the Regional Observatory for Public Contracts of works, services, and supplies of the Emilia-Romagna Region. The Region collects information relating to public contracts for works, services, and supplies initiated within the regional territory. The transmission of data is carried out through the telematic information system SITAR E-R. This platform allows monitoring the contracting cycle from the planning phase to the testing phase, specifically carrying out the contract execution activity, taking into account the specificities of the contract in relation to its type and amount. It uniformly fulfills the different monitoring needs of various legally appointed bodies by simplifying the action of sending information by the contracting stations active in the regional territory, concentrating different information into a single database. The monitoring is carried out entirely electronically, making it more efficient and less costly for the Awarding Administration.

ART-ER performs the activity of Technical Assistance to RUPs (Responsible Units for the Procedure) and contracting stations to facilitate the insertion of data necessary for the correct population of the databases of both SITAR-ER and the ministerial databases and ANAC (National Anti-Corruption Authority). It also maintains relations with the ministries directly or through the ITACA association.
