The Unit provides the Emilia-Romagna Region with support in implementing its employment and training policies, by overseeing and assisting in the following activities:
- Overseeing the action programmes, the related technical documentation (Management and Control System), the relations with the partnership, with the authorities competent for the programme and with the EU and Italian State institutions;
- Preparation of the general regulations that govern the financing, implementation and control of the financed programmes and operations, in compliance with the applicable legislation and regulations, coherence analyses in order to certify the spending of the contributions awarded;
- Technical and procedural analysis for the preparation and publication of calls for proposals and preliminary assessment of the projects submitted in response to the calls for proposals;
- Processing of information and reports instrumental to the surveillance and governance of the programmes in compliance with the applicable regulatory requirements and with the principle of partnership;
- Talks and exchange of views on an adversarial basis with the regional, national and EU Authorities competent for controls, especially second-level controls (audits on operations and system audits);
- Assessment of proposals for State aid filed by eligible recipients;
- Assessment of compliance in terms of project implementation and eligibility of the expenditure in order for the contribution to be paid out
- Assessment of compliance in terms of implementation of the financed actions.
It operates alongside the Sectors making up the Authority for the Management of the regional Programmes and Plans financed with regional, national (Italy’s Recovery and Resilience Plan) and EU (ESF and ESF+).
