The Unit provides the Emilia-Romagna Region with support in implementing its regional development policies, by overseeing and assisting in the following activities:
- Preparation of the procedures within the systems for management and control of the programmes and provisions for the implementation and control of the programmes, consistently with the applicable legislation and regulations;
- Definition of the criteria for selection and preparation of calls for proposals, as well as prior consistency assessment on selection procedures;
- Go-live and implementation of programme monitoring;
- Reporting and processing of information and reports instrumental to the surveillance and governance of the programmes in compliance with the applicable regulatory requirements and with the principle of partnership;
- Talks and exchange of views on an adversarial basis with the regional, national and EU Authorities competent for controls, especially second-level controls (audits on operations and system audits);
- Assessment of the eligibility of the expenses submitted for refund by the recipients for their payment, as regards some calls for proposals
- On-site audits on the operations regarding certain calls for proposals
It operates alongside the Sectors making up the Authority for the Management of the regional Programmes and Plans financed with regional (Regional Law 14/2014), national (Italy’s Development and Cohesion Plan) and EU (ERDF).
